Partners 'should be in dock too'

THE men who are reaping the rewards of their female partners' benefit fraud should also be in the dock, Judge Allan Roberts said when sentencing two women in the New Plymouth District Court for falsely claiming the domestic purposes benefit.
Karen Jane Richardson, 37, of Bell Block, pleaded guilty to wrongfully receiving $40,517.66 over four years from 2006 to May 2009.
As a result of information received, the Ministry of Social Development discovered that Richardson was married to Paul Giddy in 1996 and that she had never lived apart from her husband. During that time she had received the DPB, special needs grants and special benefits.
When interviewed by investigators, she told them she liked having her own income and independence.
Judge Roberts called for a full pre- sentence and home detention report prior to sentencing on July 9.
Kylee Creed, 32, of Inglewood, pleaded guilty to falsely receiving $12,710.22 in DPB payments for a year despite living with her partner.
In January this year she admitted she lied about her relationship with Ricky Lawrence, saying they had no money.
Defence counsel Turitea Bolstad said her client knew there was no excuse. She had previously lived in a violent relationship and was frightened to lose her independence. She was paying off the department at $40 a fortnight.
Judge Roberts said one of the tragedies of these cases was that their partners should probably be standing in the dock next to them. "The tragedy is that you would probably have qualified for a benefit," he told Creed.
The department was a "sitting duck" for such fraud while it struggled to provide for people who genuinely needed it.
Creed was given credit for her guilty plea and ordered to carry out 275 hours of community work.
