Why does this forum allow me to post a heading 'Questions:', but disallow 'Questions' because it is one character too short? Are headings of nine or fewer characters necessarily not purposeful or functional enough?

I'd say not because I think the 'quiver' bit refers to the children produced which are considered an unmitigated blessing. Mind you, I'm still getting my head around the bit where God 'opens and closes' the womb, acting as the ultimate contraceptive (or not as the case may be).
I knew to what it was referring - I was alluding to the logic that if 'god' wanted the mama to have 14 children, then her metaphorical 'quiver' could not be full after 12 children.
